Client: Vancouver Coastal Health
Location: UBC Hospital - Vancouver, BC
Project: Lightning Surge Arrester Installation - Koerner Pavilion Electrical Vault
  • Engineering: New settings were devised for the protective relays based on the most recent coordination study, taking into account the existing upstream and downstream relay settings. Control wiring throughout was redesigned, complete with new wire numbering systems. New schematic and wiring diagrams were completed.
  • Switchgear design and modification: The existing switchgear doors were replaced with doors custom built for the mounting of the new protective relays, power meter displays and associated wiring harnesses. The interior sections of the switchgear cubicles were modified to allow for the installation of the new power meters and terminal block strips.
  • Removal of existing devices: Voltmeters, ammeters, wattmeters, induction disk relays, ground fault relays and control switches were removed before commencing installation of the new devices.
  • Product choices: We worked closely with the client to establish what products would meet their needs. The following devices were chosen based on reliability, features, pricing and the ability to be customized as requirements for functionality change over time:
  1. Schweitzer Engineering Laboratories 'SEL-751 Feeder Protection Relay' with optional arc-flash detection, Ethernet-based communications, quick-release mounting system and quick-release wiring harness.
  2. PowerLogic 'ION7650 Power and Energy Meter' with touch-screen Remote Display Unit.
  • Mitigation of impact: Due to the importance of keeping hospital systems running as smoothly as possible during the installation of the new devices, switching was performed to transfer critical loads onto either a different high voltage utility feed, or the on-site diesel generator system.
  • Installation and testing: New devices were mounted, control wiring was replaced and settings were implemented. All measurement parameters of the protective relays and power meters were tested via primary and secondary injection. CT shorting blocks were tested, trip output operation and communications were verified.
  • Ongoing support: We have designed and implemented a long-term maintenance and testing program for the client, based on manufacturers guidelines for continuing operation.
